STEPS TO REPRODUCE
1. Install neon-testing-20230627-0252.iso
2. Reboot and sign in
3. Update system, (pkcon refresh, sudo pkcon update)

OBSERVED RESULT
sudo pkcon update crashes during execution after "Getting updates, Finished,
Testing changes, Finished" with the following message: Fatal error: The
following packages have unmet dependencies:
  qml-module-org-kde-purpose: Depends: libkf5purpose-bin (=
5.107.0+p22.04+tunstable+git20230703.0050-0) but it is not going to be
installed

EXPECTED RESULT
Expected update to complete without issue, (was actually testing whether the
update issue that's rendered neon unstable unusable yesterday - see other bug I
filed this morning - also affects neon testing, but this is a different issue
that I've not seen with neon unstable).
