If you want it more compact, you have the option to hide either icons or text,
hide the menu bar, or go to System Settings to choose a more compact window
decoration or widget style.
Even smaller icons than 16x16 is not possible, but your screenshot looks like
they are 22x22 for some reason. Do you use screen scaling?
I don’t think there is another way to make the toolbar smaller.
