Summary:
This happened on a vanilla Plasma profile.

What I did:
I tried to create a control panel with system icons in it, move it to the left
side.

What happens:
The menus and all appear correctly, but they are extended to the top and bottom
of the screen.
When leaving the edit mode, the panel also stays active and needs to be closed
with the "x" (yes there seems to be a different way to exit the edit mode but
the context menu layer doesnt detect that and stays active, it should be
collapsed too)

On the other side, having a popup work with another works perfectly, if you
have a autohide panel with the application launcher (You pess Super-Key, the
taskbar unhides and the appmenu opens on top, on close the appmenu closes and
the the autohide taskbar gets unlocked and hides automatically) so this is
possible
