ADDITIONAL INFORMATION
After months, I finally snapped/raged at the tiling and decided to look into
why the quartiles weren't quartiling equally.

Seems someone touched how tiling was done. After looking at videos, it seems
like it may still be acceptable, except I can't get the Tiling Editor to come
up at all.  
It just does nothing other than recognize the 't' character being pressed.
(Other meta shortcuts DO work). Even the journal doesn't show any output
related to it.

I've tried it with each Settings->Workspace->{Shortcuts->Plasma->Toggle Tiles
Editor, Workspace Behavior->Desktop Effects->Tiling Editor} separately having
ownership of the Meta+T keys.

I don't know if there's a command/dbus-interface that I can trigger the Tiling
Editor to pop-up, in case I'm missing some component package or something.  
I'd expect that if I were missing something, that I'd be informed of a failure
when the key-combo is pressed.
