Sorry to dig up this old bug, but it seems it's still unsolved.
This is my system info:

I'm pretty sure I wasn't seeing this on Kubuntu 20.04 LTS (which I believe
shipped with X11).
The issue is exactly what described earlier: I can also confirm that
"Ctrl+Shift+NumPad*" combinations are affected, even if I set the advanced
keyboard setting "Numeric keypad always enters digits (as in macOS)".
