40_kde_neon_allyourprocessarebelongtous.conf with updates through the package
manager

in 40_kde_neon_allyourprocessarebelongtous.conf  I often set the 

"KillUserProcesses=1"  to "KillUserProcesses=0"

so that I can run processes in the background as a user.

Everytime a run an "sudo apt  upgrade" this file gets overwritten (at least I
think thats when it happens)

This should either get turned on by default or the file not overwritten.

I don't ike this default behaviour anyway ..  but at least the user should get
the chance to turn this on if thy need it.
