This is (I assume) a safety feature: if your audio is too loud and you panic-mute to save your eardrums, you want to be able to lower the volume to a safe level before unmuting. Similarly, it may be desirable to disallow holding down the volume up shortcut to rapidly raise volume. If the key gets stuck, the audio can very quickly reach ear-damaging levels with no warning. STEPS TO REPRODUCE 1. Mute audio 2.
