In theory I like this idea.
I have KSysGuard on Meta+ESC since years.
But in practice I'd ask to first fix bugs in plasma-systemmonitor and add again
features which existed in KSysGuard and System Activity.
Note:
That "little minimal ksysguard" Nate mentioned has the window title "System
Activity" and is being provided by /usr/bin/systemmonitor, which is not the new
plasma-systemmonitor.
KSysguard and System Activity worked quite well in many regards!
Actually I think many people made a home for themselves in KSysGuard with many
individual tabs. KSysGuard even got a Wikipedia article.

So I think many users would be happy if KSysGuard would still be available.
But if you really want to keep KSysGuard deprecated, please fix the
plasma-systemmonitor bugs and and establish about feature parity.
NEWLY DISCOVERED BUG
(couldn't find it anywhere else)
When opening plasma-systemmonitor, the CPU usage bars in the views for
applications and processes first move right. But when the CPU usage fields are
filled (after about 10 seconds) the bars start to move left.
In KSysGuard and System Activity the CPU bars simply always move left.
Tested on Debian-12 with KDE-5.27.2.
