Part of the confusion here is that there's two sources of truth for what is
considered unmaintained.
There's the unmaintained/ category as part of the project path, which seems to
be what is listed here.
But there's also the "repoactive" key in the project metadata and whether the
gitlab repo is marked as archived. Apparently we at some point stopped changing
the project path to unmaintained/ when archiving stuff, which makes some sense
given that the project path is largely irrelevant these days
