I was aware about Digikam db not storing time zone values, but timezone info is indeed stored in IPTC and XMP, within the datetime values themselves not as a separate tag. Ref attached image (values added using Geosetter). I also see that the timezone values are editable in Digikam's "Edit Metadata" dialog under IPTC and XMP.
