Whenever you attempt to launch apps via the icon-only task manager nothing
happens, but using Krunner and shortcuts like Super+e apps launch fine.

STEPS TO REPRODUCE
1. use most recent version of fedora linux
2. try to launch an app from the icon only manager
OBSERVED RESULT
App does not launch
EXPECTED RESULT
App launches

Linux/KDE Plasma: Fedora 38/ kde 5.27.4
KDE Plasma Version: kde 5.27.4

ADDITIONAL INFORMATION
I have observed this behaviour on an AMD laptop and INTEL laptop after
upgrading from 37 to 38, and on the INTEL laptop after reinstalling fedora (i
havent tried reinstalling on the amd one)
