The expectation is that Touch Mode is for touch usage, but you're not using it as a touchscreen, and a stylus is precise like a pointing device. In this case, it sounds like you would be better served by disabling Touch Mode entirely in System Settings > Workspace Behavior > General Behavior > Touch Mode > set it to "Never enabled".
