Ok, so the real problem here is that a vertical scroll doesn't scroll the view
when it's only horizontally scrollable, which makes this bug report a duplicate
of Bug 448504.
If you'd like to follow up on other things, such as the order not being clear,
please submit additional bug reports. I believe windows are supported to be
order by the order with which they were opened FWIW.
