The footer has this line of code in it:

visible: BluezQt.Manager.bluetoothOperational

So if the footer isn't showing up for you, that means Bluetooth is actually
disabled. Which means the real issue is that the placeholder message is wrong,
and it should instead say "Bluetooth is disabled".

Can you confirm this diagnosis by seeing if Bluetooth is disabled using the
System Tray popup, and if it is, enabling it?
