Can confirm, but this may actually be intentional, to preserve a GUI method of
accessing the Panel from a full screen app.
I'd say that this is a fully expected behavior that if you use the Meta key to
show kickoff, the Panel it lives on should also become visible. But I can see a
case being made for it seeming awkward for the panel to become visible when you
activate KRunner, which has nothing to do with that Panel.
