If your global scale is 100%, then 96 DPI is expected for GTK apps.

That's not expected if you've set your global scale to 100%. Can you attach
your ~/.config/kcmfonts file and your ~/.config/kdeglobals file after scrubbing
it of personally-identifying information?
Do you by any chance have an ~/.Xsession file that overrides the DPI in it?
