I'd like to advocate that this feature could pair very well with the new Kwin
tiling.
There could be a default, or optional setting, where if you shift drag a window
over another window, they automatically tab together. Similarly, a shift drag
from the tab would pull the window out of the tab group, and allow it to be
made an independent window or allow it to be dragged into another tab group.
