This original issue was indeed about multi-monitor issues, then various people
started reporting similar and likely not-quite--the-same-thing in here, which
unfortunately confuses everything.
Let's use this bug report only for the originally reported issue with multiple
screens. If you have anything else going on, please submit a new bug report for
it.
agilob, is this still an issue on Plasma 5.27 for you? If it is, can you try
with a new user account and see if it's fixed there?
