SUMMARY
If you attempt to open the Add a Printer dialog on a user account that is not
in the group 'lpadmin', it will instantly fail to find printers with the error
'Forbidden'. 


STEPS TO REPRODUCE
1. Add a user
2. Make sure that user does NOT have lpadmin
3. 'Add a Printer'

OBSERVED RESULT
A password dialog will show to elevate its privileges for the next steps

EXPECTED RESULT
Terminal output:
libkcups: CUPS-Get-Devices last error: 1025 Forbidden
libkcups: Calling cupsDoAuthentication() password_retries: 0
libkcups: Called cupsDoAuthentication(), success: false

(nothing prompted for authentication)

ADDITIONAL INFORMATION
This bug also affects Kubuntu 22.04 LTS. All other Desktop Environments scan
printers without an error without lpadmin, including system-config-printer.
