If Plasma is configured to automatically connect to a network which has a
captive portal when a user launches a wayland session plasma breaks.

STEPS TO REPRODUCE
1. set up your wifi to use a captive portal
2. set that network as default in system settings
3. relog in to your session

OBSERVED RESULT

the bottom panel goes away then reappears repeatedly until eventually it doesnt
come back and the windows begin drawing behind them as they get dragged around

EXPECTED RESULT

a notification should appear asking the user to log in and all should proceed
as normal.

ADDITIONAL INFORMATION
I have an rx 6800xt gpu, and a MediaTek MT7922 wifi card. The network is Wifi
6. An eero router is in use which means the 2.4g and 5g bands use the same
ssid.
