This happened with something I converted from a .sai file, so I didn't think
anything of it. However, every time I try to draw now, at some point or other a
black swirling dot appears off to the side where I didn't draw anything. When
this happens, everything stops. I can't draw, erase, use the tools, etc.

Steps to Reproduce:
Just drawing.
That's all I did, and this happened.
