As I mentioned in bug #406160, it is very annoying for the wifi list to
repopulate itself as you're about to click connect on a VPN. Personally I hate
when stuff reloads on its own and would prefer this behavior replaced by a
manual refresh button, but alternatively having some indication that the list
is being refreshed would at least let me know that I need to wait.
