STEPS TO REPRODUCE
1. create a new user account in Users KCM
2. logout
3. login with the new user account
4. open Kickoff
OBSERVED RESULT
Favorites list is empty
EXPECTED RESULT
default browser, System Settings and possibly other apps should be present in
the Favorites list
