When you open System Settings, it displays the "Quick Settings" page by
default. On this page, there's a button with the text, "Change Wallpaper." If
you click that, it will open the wallpaper config dialog and from there you can
change the wallpaper.
At the moment, for technical reasons it's not possible to have a "Wallpaper"
page that lives in the "Appearance" section of System Settings. This is
something we want to eventually do, and it's on our radar screen. But it may
take a long time to do.
