STEPS TO REPRODUCE
1. Go to System Settings, Input Devices, Mouse

OBSERVED RESULT
No obvious way to reprogram mouse buttons. It's the amongst the first things
I'd tweak on installing a new OS.

EXPECTED RESULT
Options to change forward mouse button to 'shift click' and backward mouse
button to 'ctrl click'
