While I understand the reasoning behind why it does not allow to bind a shortcut to modifiers keys only (e.g. <Ctrl>, <Alt>, <Shift>,...), I feel like a framework for global shortcuts should allow it. User experience in push-to-talk applications requires to use only one button.
