SUMMARY

If the folder view widget is added to the panel and the list of files in the
popup is long enough to show a scrollbar, the scrollbar overlaps the file
highlight rectangle following the cursor. If you attempt to drag the scrollbar
while a file is highlighted, it will instead drag the underlying file. Please
see the attached GIF file for an example.

I didn't notice this bug until after the upgrade to Plasma 5.27.0, so I'm
guessing it's a pretty recent regression.

STEPS TO REPRODUCE
1. Add Folder View widget to the panel pointing to a folder with lots of files.
2. Click the Folder View icon to show the files in a popup.
3. Move the cursor across the file area over to the scrollbar (this will cause
files to be highlighted along the way) and drag the scrollbar down/up.

OBSERVED RESULT
Instead of dragging the scrollbar, the underlying file is dragged.

EXPECTED RESULT
I should be able to scroll the view without accidentally grabbing a file.
