This issue seems to be a common complaint about the new outline in Plasma 5.27.
It's not a new issue as shadows already exhibited it, but it seems to become
more noticeable with the outlines. Maybe time to bump the priority, and maybe
we can fix both at once, since they're both Breeze decoration elements.
