Ubuntu has a distro specific "check-language-support" package that defines list
of additional language support packages for each locale. It includes fonts,
translation package for office etc. AFAIK, no other distros provides this kind
of packages. There is absolutely no way for Plasma to figure out what package
to install for a language.
