I manually installed knewstuff-dialog on Neon (sudo apt install
knewstuff-dialog) and now it works. This still doesn't explain why on Arch it
seems to be installed but there's no shortcut on /usr/share/applications/ , but
maybe that's another bug?

Making it a required dependency for plasma-welcome should solve the issue I
guess
