After the mail dispatcher goes offline it is not going online again.

STEPS TO REPRODUCE
1. Wait till Mail server agent and mail dispatcher agent go offline
2. Restart Mail server agent to go online (will not just go online without a
restart)
3. Write email and try to send it
4. Will be asked to set mail dispatcher to online
5. Mail is not send
6. Use akonadiconsole to restart mail dispatcher agent
7. Email is send

Mail dispatcher agent is not going online without restart
EXPECTED RESULT
Mail dispatcher agent is going online without restart in akonadiconsole
