I can confirm this issue. Specifically it doesn't seem to be an issue with
KWin, but with something that the Aurorae theming engine is doing. The Breeze
Window decorators, by default, don't exhibit this behavior for me. Basically
any other decorators seem to do it, except Lightly
(https://store.kde.org/p/1972214), which is explicitly a fork of Breeze.
I would test to see if other Window Decorators exhibit this behavior, but I can
only find decorators that work with the required versions of Plasma that are
based on either Aurorae or Breeze.
