Your installation is not broken, but the FAQ are outdated: as far as I know,
there isn't anymore a dialog to configure cache settings for kio-http. I guess
this was done because there was (almost) no other application using it except
Konqueror; however, since Konqueror switched to QtWebEngine as default engine,
those settings were ignored (there's no way to force QtWebEngine to use kio).

I've written a replacement dialog page for Konqueror itself and it should be in
the 23.04 release (see
https://invent.kde.org/network/konqueror/-/merge_requests/134).
