Artefacts when opening a panel popup over Konsole

SUMMARY
I can see some weird artefacts with the blur effect when some element is over a
blurred region. The artefact is like showing the outline of the redrawn
portions. It can be more clear if you watch the attached videos.

STEPS TO REPRODUCE
1. Open an application which has background blur enabled (for example Konsole
with blur background).
2. Move the window closer to the panel & open any panel item. Then you can see
the weird artefacts.
3. This can also be tested using the "Mouse Mark" desktop effect. Just draw
over a blurred region.

OBSERVED RESULT
Weird artefacts are seen.

EXPECTED RESULT
No artefacts should be there.

ADDITIONAL INFORMATION
This happens on both the X11 and Wayland versions of Kwin. My GPU is Intel with
Mesa drivers.
