STEPS TO REPRODUCE
1.  installed 2 different versions of Kubuntu 22.04 and 22.10
2.  when I load in desktop on fresh install,  then install theme cheerful
phantasy.
3.  then no matter what program,  or window or software i am in(filemanager, 
pycharm, so on) when hold to drag highlight it random just stops or skips say
pasting rearranges what try cut and paste with a drag.  if i try to drag a 
file on doplin split view from one window to next, it random just quit during
the drag.  affects every single application
i tried to use.  I get random garbage when cutting and pasting to the terminal
as well in front of what cut paste and after.
OBSERVED RESULT

EXPECTED RESULT
to remove whatever is doing it from my system ,  after testing, I thought it
was pycharm,  but i believe its the cheeful phantasy theme.
