widget can not be placed at the bottom because it thinks it's a panel there

SUMMARY

when more than one panel is placed on the edge of the screen, offset for widget
placing and notifications is calculated as a sum of all these panel's hights
(at least it looks like that)

STEPS TO REPRODUCE
1. add a few panels to one screen edge (3-4 on the bottom is my setup)
2. try to place widget close to that edge
3. try to set notification custom location to that edge and then get a
notification

OBSERVED RESULT
notification is floating almost in the canter of the screen (depending on how
many panels you have) and widgets can not be placed close to panel

EXPECTED RESULT
widget should be placed at the bottom of the screen and notification should be
floating on the bottom of the screen as well
