Actually, two issues that look related:
1. Maliit used to work as it should in 20.04, but now refuses to open when a
text input is selected.
2. When I click the Input methods button in the system tray, Maliit opens. But
it won't react on focus changes, and once I close it by "swiping it down", it
no longer opens.

KDE Neon 22.04 "User", Plasma Wayland session
This is a touch-only tablet, and KDE has definitely switched to tablet mode.
As far as I can see, the maliit process is running in the background just fine:
