SUMMARY
With a horizontal panel, if you open too many windows and the thumbnail list in
the icon-only task manager no longer fits on the screen so it gets a horizontal
scrollbar, the usual mouse wheel shortcut for scrolling doesn't work anymore(i
believe this is a regression and you used to be able to do this, or at least
you could drag the thumbnails with the mouse pointer itself). The only way to
scroll is to drag the scrollbar with the mouse. 

Scrolling with a vertical panel works. 

Also tested on X11: if i hold down Alt and scroll with the mouse wheel it does
scroll. 
On Wayland no shortcuts work.       

STEPS TO REPRODUCE
1. Fill up icon only task manager with many thumbnails so it gets a scrollbar
2. Hover over one of the thumbnails.
3. Try to scroll with the mouse wheel.

OBSERVED RESULT
Nothing happens

EXPECTED RESULT
The thumbnails scroll horizontally
