It is the default setting, yes.

Based on that information, I think this is the intended behavior. With those
settings, the Task Manager items for apps in question aren't entries of open
windows, but rather launchers. So when you use one of them to launch a new
instance of the app, it seems fairly logical that it would appear in the
current virtual desktop.

If you don't like this behavior, I would recommend unchecking "show only tasks:
from current desktop". That way the Task Manager items for open apps in a
different virtual desltop will switch to existing windows/instances rather than
launching new instances in the current virtual desktop.
