transparent margin around panel with compositor off
SUMMARY
With compositor disabled panel gets a transparent margin around it. Enabling
the compositor removes the margin around the panel.
STEPS TO REPRODUCE
1. Disable compositor
2. Interact with the panel by clinking on the application launcher.
3. Panel gets transparent margins around it.
4. Enabling compositor removes the margin around the panel.
OBSERVED RESULT
If the compositor is disabled panels get a transparent margin
EXPECTED RESULT
The panel shouldn't get a transparent margin if the compositor is disabled.
