journal at the time of taskbar freeze

My panel just froze again.  This time I was in the kitchen feeding my dogs; no
jobs running, just lots of open windows on 10 desktops.  The dogs triggered a
security notification to my phone, and that got copied via kdeconnect to my
system.  Once again, the kdeconnect rectangle appeared -- actually, just the
area was reserved with the underlying application windows (konsole and emacs)
still visible through the rectangle.  In this situation, I can only switch
desktops  by using firefox' "switch to tab" feature.  What I didn't notice
previously: kdeconnect's reserved rectangle (notification) is present on the
other desktops and above all windows.
No point posting a screen shot of a 100% transparent rectangle; no decorations.
 Being transparent, it's possible I didn't notice these during earlier freezes.
