Not quite. There are two cases here. 
1. The app is already running.
2. The app isn't already running.

In case 1 if the app is already running for example: say you have a picture
open in gwenview. You can't then open another instance of gwenview to bring up
a second picture and have them side by side.

In case 2. Lets say I have firefox open and then I search for bitwarden in
firefox. If I then try to open bitwarden. It will match the firefox window
instead. Therefore i can't launch bitwarden.
