SUMMARY
When one turn on the monitor while the OS is working in background, plasma
tries to resize the resolution and we get a black screen for several seconds:

Only 1/6 of the Kicker icon is visible and something on the upper left corner.
This problem leads to uther bugs like:

And GOG Wine installer windows moves to top-left corner when monitor turns off
and back on: https://bugs.kde.org/show_bug.cgi?id=461244


STEPS TO REPRODUCE
1. Turn on the monitor while the OS is working.

OBSERVED RESULT
Plasma tries to resize at monitor turn on

EXPECTED RESULT
It should not matter if the monitor is turned on or off hence it shoud not try
to resize the resolution.
