Sorry if I wasn't really clear about my issue but yes, it's touching
the top boundary of its toolbar. I tried every theme that I have and
all of them have this issue. It's not related to the theme but to the
settings app itself.
Do I still need to file a new bug report if this is a settings app
issue?

That new screenshot depicts a different bug: with the Breeze
application style,
now the button isn't misaligned anymore, but it's touching the top
boundary of
its toolbar.
Can you file a new bug report for that?
