The navigation bar appearing on the side of the screen right now is intentional, mainly because it was designed for phones (where vertical space is limited). However, it may make more sense to have it on the bottom for larger displays. The gestures being on the short side is likely a bug, it should always be on the bottom. I think the issue you may have had with the gestures only working on part of the display is Plasma drawing the invisible panel to not span the entire width of the screen.
