None of the buttons in layers docker don't trigger "layer is locked" warning
when you press them and they are unable to be acted upon due to the group as
whole being locked
STEPS TO REPRODUCE
1. Create group of layers
2. Click 'move layer up/down' or 'view or change layer properties'
OBSERVED RESULT
nothing happens - difficult to troubleshoot (especially for beginners :/ )
EXPECTED RESULT
The layer is locked popup appears onscreen

ADDITIONAL INFORMATION
I don't know if this is a bug or just an absent feature - either way I believe
their is no downside to rectifying it
