This is the correct behavior. A maximized panel is a panel whose window touches
both edges of the screen. When the panel is floating, there's some additional
margin around the screen, but the panel still extend from border to border.
This button isn't really meant to un-float the panel. It is meant, as an
example, if you make the panel smaller horizontally (even when floating) and
then you want to maximize horizontally again. I'll consider how the wording
could become more clear, though.
