Firstly, I changed the pan shortcut to spacebar and rotate canvas (left and
right ) to ";" and " ' " respectively. It's my favorite preference. When I'm
painting using brush tools, most of the time the pan shortcut doesn't work
after I rotate the canvas.

Steps to Reproduce:
1.I changed the pan shortcut to spacebar and rotate canvas (left and right ) to

Expected Results:
switching tools between hotkeys should've been easy
