Messages marked with the "critical" urgency are still shown in Do Not Disturb
mode by default (it's actually configurable on the Notifications page in System
Settings. This default setting is by design, since those messages are supposed
to be for really important things like, "you're about to run out of power and
your system will shut down and maybe lose your work if you don't plug it in
soon". You can tell a notification is marked urgent because its pop-up has an
orange stripe on it.

If apps are abusing this to set the critical urgency level, that's quite bad
and it should be reported to them. They shouldn't mark messages as urgent
unless they're really urgent.

Can you confirm that this is what you're seeing? Do the messages you're seeing
have an orange stripe?
