Noticed this on the non-portal use case following the merge of
https://invent.kde.org/plasma/plasma-integration/-/merge_requests/47. Sorry for
not catching this during review... or maybe it regressed since I reviewed?
Seems to work fine when portalized (e.g. from xdg-portal-test-kde), but
inappropriately shows all apps when not.
